Key learnings from the World HRD Congress 2011: The furture of HR

As a result of the Breakwater Monitor project, the principal shareholders of i-Cap were contracted by United States Agency for International Development (USAID) to assist the Department of Labour with the implementation of the Employment Equity Act in South Africa. Our involvement spanned six years, from 1996 to 2002, and included the following activities:

  • finalising the Employment Equity Act and developing an enforcement and implementation model for the Act,
  • conducting the baseline survey of employment equity profiles in South Africa,
  • drafting the regulations in the Act and the Code of Good Practice on the
    development of employment equity plans,
  • developing the business processes and systems specifications for the
    implementation of employment equity in the Department of Labour,
  • setting up and managing the Employment Equity Registry until 2002, and
  • developing the enforcement procedures and training labour inspectors in their application.

Over the past eighteen months, i-Cap has been helping companies comply with the section 43 Director-General (DG) Reviews. We have done extensive research into the new compliance criteria, best practices and industry-wide responses. Our public seminars on this topic have been attended by more than 30 companies over the past year.
